On October 28, 2022, the site selection for the COF project's factory construction land was successfully completed, located on Shiniu Road in the Economic Development Zone. On November 10, 2022, the project successfully signed a contract with the Lishui Economic and Technological Development Zone. It took only more than three months from project signing to factory construction commencement.

On December 23, 2022, at the 6th Zhejiang Merchants Conference attended by the provincial leadership, including Secretary Yi Lianhong and Governor Wang Hao, the COF project, as the only "10,000 acres and 100 billion" representative project in Lishui, completed the signing of a provincial key project. On February 14, 2023, at a major project event for the revitalization and development of the old revolutionary base areas hosted by the Lishui leadership, including Secretary Hu Haifeng and Mayor Wu, the COF project completed the signing of a landmark key project for the "10,000 acres and 100 billion" new industry in Lishui.

On January 6, 2023, the COF project obtained investment project registration from the Lishui Economic and Technological Development Zone. Project Code: 2301-331151-04-01-468200. On March 27, 2023, the Zhejiang Jingyin COF project was included in the Zhejiang Provincial Key Project Database.

On May 25, 2023, at the Zhejiang Provincial "Ten Chains, Hundred Events, Ten Thousand Enterprises" series of matching activities, the COF project signed a contract with the organizing committee.
